NetworkLatencyView is a free tool for Windows that listens for TCP connections and calculates network delays. The program, which can measure each new TCP connection detected on your system, can list 10 network latency values for each IP address and then provide you with their average. Thanks to the program, which performs the same function as sending pings to the same IP address, you have the chance to automate all these.
