Played from a third-person perspective, the game takes place in Washington DC 7 months after its predecessor; Here, civil war erupts between survivors and malicious marauding groups. In the game, players can cooperate with each other to complete their objectives. The game will also feature completed raids for up to 8 players.

The game is being worked on by Massive Entertainment. Considering the feedback from the players regarding the first game, Massive Entertainment planned to add more game content to the launch and improve the ending of the game. The development of the games endgame was prioritized by Massive Entertainment after hearing complaints from players about the first game. The game was announced by Ubisoft on March 9, 2018, the first gameplay footage was released at Electronic Entertainment Expo 2018 in June 2018.

At Expo, Ubisoft confirmed that the game was released on March 15, 2019. Microsoft Windows, PlayStation 4 and Xbox One. A private beta will be launched before the game launches. The beta will start on February 7, 2019 and will end four days later on February 11. After the games release, three episodes of downloadable content that add new story content and game modes will be released for free to all players.
